The property card: the city's version of the 7/12

Inside an area where a city survey was done, ownership is kept on a property card, not a 7/12. Know which record applies to the plot or building you are buying.

The short answer

In a city survey area, the property card is the ownership record for a plot or building. Ask the seller which record applies, then pull it yourself from Mahabhulekh. Read the owner's name, the city survey number, the area and any entries about loans or other rights.

In short

  • In a city survey area, the property card is the ownership record for a plot or building.
  • Ask the seller which record applies, then pull it yourself from Mahabhulekh.
  • Read the owner's name, the city survey number, the area and any entries about loans or other rights.

The property card (malmatta patrak) is the ownership record kept by the land records department for land and buildings inside a city survey area. Land outside such areas, and most agricultural land, is on a 7/12. A plot or building in the city can have a property card where a village plot has a 7/12. If you are not sure which one applies, ask the seller and ask your lawyer; do not guess.

Where to get it

Mahabhulekh (bhulekh.mahabhumi.gov.in) has a property card tab: choose the district, taluka and village or city survey area, then search by the city survey number. A digitally signed copy for official and legal use comes from the Digital Satbara portal (digitalsatbara.mahabhumi.gov.in); the portal shows whether a fee applies.

What to read

Owner's name. It must match the seller. If the card shows a builder, a society or an earlier owner, ask for the papers that connect that name to the seller.

City survey number and area. They must match the plot or building you were shown and the sale papers.

Entries about loans and other rights. A bank, a court order or another right written on the card needs a written explanation before you pay.

Flats. The card is for the land under the building. Ask the builder or the society for it, together with the sanctioned plan and the society's share certificate where there is one.

Checklist

Tick: you know whether this property is on a 7/12 or a property card. Tick: you downloaded the record yourself. Tick: owner, number and area match the seller and the agreement. Tick: every entry on the card is explained.

Red flags

The seller offers a photocopy only. The card names someone who is not the seller and nobody can show how it passed on. The area on the card is smaller than the area being sold. An entry about a loan or a case that the seller waves away.

Next step: ask the seller today whether the property is on a 7/12 or a property card, then pull that record yourself.
