In short
- NA (non-agricultural) means the land is allowed to be used for building, not farming. Ask for the proof before you pay.
- Rules changed under the 2025 Land Revenue Code amendment, as reported: where the development plan allows the use, a separate NA permission is no longer needed. Confirm the final rules with the Tahsildar office.
- Check the latest digital 7/12 for the non-agricultural entry, and the plot against the sanctioned layout.

What NA means
Land in Maharashtra is recorded as agricultural unless it has been allowed for another use. NA stands for non-agricultural. Until recently, the owner applied under section 42 of the Maharashtra Land Revenue Code, 1966, and the Collector's office issued an NA order and a sanad (the formal grant). The change was then written into the 7/12 extract. An NA plot can carry a house, a shop or a layout; banks lend against it and the next buyer can resell it more easily.
When a plot needs it
Any plot that was farm land and is being sold to build on needs the non-agricultural use to be in order. Flats in a building, and plots inside an approved layout, normally have this settled at the layout stage, but you should still see the paper. If the 7/12 still shows the land as agricultural and the seller says "NA is in process", treat it as agricultural until you see proof.
What changed in 2025
Based on the amendment as reported; final notified rules may differ. Confirm with the Tahsildar office. The Maharashtra Land Revenue Code (Second Amendment) Act, 2025 was reported as notified on 31 December 2025. From the Bill and the reports we read (checked 26 October 2026):
No separate NA permission where the use is permitted by the development plan, regional plan or development control rules. The planning authority, for example the municipal corporation, grants the building or development permission instead.
A one-time premium replaces the earlier conversion charges, worked out on the current ready reckoner value: 0.10% for land up to 1,000 sq m, 0.25% up to 4,000 sq m and 0.5% above that, as reported. The planning authority collects it before it approves the plan.
The sanad step is reported as dropped, so a plot converted under the new rules may have no separate NA order at all. For such a plot, ask for the development permission and the premium receipt, and look at the land record. Older plots should still have the NA order and sanad.
Which portal or office handles the premium, and what applies where there is no development plan (many village areas), we could not confirm. Ask the Tahsildar office or your lawyer.
How a buyer checks NA on the 7/12
Download the latest digital 7/12 from Mahabhulekh or get it from the talathi, and look for a non-agricultural or NA land-use entry and the date of the order. In a city survey area, check the property card instead. Then match the survey number and plot number with the sanctioned layout and the zone on the development plan. A plot inside a reservation, a road line or a flood line is a problem even with an NA entry. Our 7/12 checklist shows the other fields to read.
Documents usually asked for
In general practice the office asks for the 7/12 and 8A, a measurement map, the layout or building plan, the title papers and the premium receipt. This is a common list, not an official one, so ask the office for the list for your plot.
Gunthewari plots
Plots carved out of farm land without conversion are often sold as gunthewari. The Maharashtra Gunthewari Developments (Regularisation, Upgradation and Control) Act, 2001, as amended in 2021, lets layouts that existed on 31 December 2020 be considered for regularisation by the planning authority. Ask for the regularisation order or the application receipt, and check whether the plot falls under a reservation, a road or a flood line. The difference between the two is in NA plot, gunthewari, and the plots in between.
Before you pay
Ask the seller for the NA order or, for a new-regime plot, the development permission and premium receipt. Read the latest 7/12 yourself. Have a lawyer check the title. We will go through the papers with you if you ask. Stamp duty calculator for the cost after that.
